Counting of Votes is Done in Secrecy in West Bengal Medical Council (WBMC) Election: PBT President Appeals for Transparency

All seven seats under “teachers” category went to the ruling Trinamool-Congress (TMC) party-backed doctors with whopping margin of victory when all votes were counted in the first phase of WBMC election on June 24, 2013.  Despite numerous allegations of voting fraud and ballot snatching, the sole Returning Officer for this election, Mr. D.K. Ghosh, who is also the sitting Registrar of WBMC, rejected appeals by other candidates to examine the “identifying envelope” or ballot which could have revealed fraudulent use of the ballots.  Ironically, Section 8(3) of the Election Rules has categorically stated that candidates or their representatives may inspect each envelope and ballot to check authenticity in voting.  The final phase (for seats under “general” category) of vote counting will be held next Tuesday (July 2, 2013).  PBT president and a candidate in the “general” category, Dr. Kunal Saha, has sent a memorandum to the Returning Office today to allow examination of the ballots by all candidates or their representatives as per law during vote counting on Tuesday (see below).
